Disciplinary actions aside, the incident does not help long-standing perceptions about the work ethic of government employees.

I am shocked they did not can him outright. I am in that field and that is BEYOND unacceptable. Oh wait, he was a lawyer that was then hired to a planning position. Nevermind.
Granted, after our meeting, we went to the tavern directly across the street from city hall. There tends to be one near most places where council happens.
If you want to drink on the job, get into fundraising or similar. Even government "fundraisers" can drink.

That doesn't surprise me. Remember Spiro Agnew? During that time of controversy I waS flying home from Washington, DC and sat by a guy who worked for a major construction company. He said that Maryland was the worst state to do business in. In negotiating contracts a state representative would say that they couldn't accept the bid and pull his desk drawer open and say that he had to step out of the office a few minutes. When he came back he would look in the desk drawer and if there was a "sufficient" contribution, then it was a deal. contribution

If I recall spiro ended his political career when we found this out. Had the commission leader shared it with the council it would have been ok

That was common in the 60s. Not sure I have a major problem with it, as long as he's not getting hammered.

Drinking at work was commonplace years ago. Back when people were responsible for their on actions. Having a drink to celebrate something with other workers used to be fun.

Used to be very common. All the big deals were closed on alcohol. I would contend it is still common place in board room.

If their only negative was to keep a bar, I'd be delirious. Grossly incompetent to the point of making you nauseous. It's truly sad. A legislator submitted a bill to merge some agencies, but my point to him was that he's only changing an organizational diagram. He's got to change the makeup and culture of the staff.
