Cliff notes recap of the rivals assessment of the player:

"This kid will be a great QB when he learns to do QB things."

They mention that he needs to develop as a passer, at reading defenses, and at staying in the pocket better. Also say that he is already great at running.

What exactly are the qualifications for being a 4 star QB these days?

Well, if you can't have a TL level passer, then a 4-star QB must be a running back nowadays. AS PCJ proved, it is better to have a running back for a bad OL, sub-standard passing game than a Bentley. In development, you might as well let him run than make bad passing decisions.

Sometimes you get a DW4 passer with a cannon and legs... other times you get Francois.
