Mainly because Iowa played an FCS and arguably the worst FBS team.
Also, Ohio St. has a significant advantage in scoring margin, which is part of this ranking.

Which is where they would be if only scoring margin were counted. If only wins and losses were counted, Iowa would be #4 (OSU #3)
