Rebalance the transfer portal: shift the penalty from the players to the team

It is clear now that removing the one-year sit-out transfer portal penalty without replacing it with another disincentive was a miss by the NCAA.

Though it is perceived as good for the players because they have more freedom and autonomy, it has created a mess, lowering the quality of play, is hurting player development and the development of student-athletes, and not good for the whole since many players get left in the portal.

My Solution to Rebalance the Portal
The disincentive or deterrent should be on the team, not the player. Instead of penalizing players, I would like to see the NCAA introduce a disincentive for teams who overuse the transfer portal. What if they created a rule where for every player a team takes from the transfer portal, they lose one scholarship spot from the total number of scholarships. This approach could have several benefits:
- Teams would be more judicious in recruiting from the portal, leading to more thoughtful roster management.
- It would encourage teams to invest more in developing their current athletes.
- Players in the portal would still have opportunities, but the frenzy of transfers might slow down, leading to a more stable environment and a healthier ecosystem.

Teams will not go for that. Why punish the team for a decision a player makes?

NFL lite is how it will be solved.

What if a team loses 20 players to the transfer portal?
So you’re gonna penalize them for trying to fill those roster spots from the portal?

I hear ya. However, with a disincentive and lower portal usage, there is less likely to be 20 players leaving. Also, the teams will need to do a better job taking care of players and developing them. They can still leverage high school recruiting.

That said, it would make sense to have exemptions similar to now, such as when a coach gets fired. You could also put in an exemption when a teams reaches threshold of playing leaving.

Here’s an alternative: NIL caps

1) Players must report NIL to schools. Severely punish players who fail to report NIL income. First infraction - lose a season of eligibility. Second infraction- disqualified from CFB.

2) Schools must publicly report TOTAL NIL (not individual) with serious infractions for misreporting.

3) Cap total NIL at a high amount for P4 teams. This would help promote competitive balance similar to NFL. If lower divisions want lower caps they can do that.

4) Remove scholarship limits on all sports, but limit number of eligible players per game. Obviously, Schools would still have to follow Title IX with scholarship allocations.

5) Strictly enforce academic requirements. Individual players must be full-time students making progress toward a degree. Individual players have to sit out a year if they fail to make progress.

6) Penalize schools for exceeding total NIL cap and/or overall academic progress (like APR). Teams lose roster eligibility in the current season for every increment over NIL cap. (Ex. 0-2500 over, lose one eligible spot). This is not too different from how schools already have smaller travel rosters. Teams lose roster eligibility in the following season based on APR.

This would be a VERY student athlete friendly system with no individual limits on player transfers on NIL earnings.
