At the end of games when behind, why don’t

Players try to grab the ball for a jump ball instead of giving the obvious foul when the guy with the ball is standing there waiting for the foul that he expects? If the ref doesn’t call jump ball you still get the foul called that stops the clock.

because it would be a great play if it worked even once in a while- the slap on the arm always gives the foul shots

The same reason a holder is allowed to possess the ball with his knee on the ground during a kick, but the play is not over.
