What rule allows for shortening 3rd and 4th quarters to 12 min each? They said both coaches agreed, but what rule allows?

14.2.3 If Son is getting spanked by Daddy, son can ask for mercy and shorten the beating by a maximum of 3 min per quarter.

From the rulebook:

"Any time during the game, the playing time of any remaining period or periods and the intermission between halves may be shortened by mutual agreement of the opposing head coaches and the referee."
