So if a player can't be contacted by another team, how would they know there was an offer out there that was worth considering? And how could a player's current team create an NIL that would satisfy said player?

Because there’s no enforcement mechanism for the rules that are in place. The Supreme Court ripped out whatever teeth the NCAA had in the most recent NIL case, and they can’t do anything if someone reports a recruiting/NIL/tampering violation. The only hope is that the schools police themselves or an outside governing body steps in, and neither of those have happened yet.
