I'm pretty sure the people of Syracuse were one of the largest unified groups of draft dodgers.
Syracuse actually tried to join Canada.
When Canada wouldn't let them in, the remaining boroughs refused to readmit people with such poor morals.
Syracuse was left out in the cold so to speak.
Further, that ingrained feeling of being "left out in the cold" is why they refused for many years to put AC in their dome.
Even further, the jingling of keys represents the old tradition of driving in and cranking up cars inside the dome to make it even hotter.
