And set up academic scholarships for SC and out of state students.

Put the name of every living person (old, young, man, woman, child) in the US in a hat and draw out 2 names- imagine one of those names was yours. Similar odds.

I would provide a scholarship for students who meet such adversity that they need help staying in school. However they lost the ability to pay, disability and/or sudden lack of funds, they would get help finishing school.
