I use Twitter a lot, and the only thing I've noticed different about it recently is a lot of people talking about the demise of Twitter. But I see no evidence of demise or degradation.

A power plant would keep making power for a while if every one left. I'd guess in the coming weeks you'll see more glitches and their uptime stats go to crap. That is, unless they really only needed 25% of their workforce to keep the app going, which seems crazy to me.
If we fired 75% of our workforce, our apps probably wouldn't make it out the day.

Mostly you control it by whom you follow. Secondly, if you stay out of the weeds in the replies to Tweets, you won't be bothered by off-the-wall stuff. It's like any other social media...anyone can say anything you want, but you can mostly control what you see.
