How many times have ESPN announcers reminded us of this when the ACC refs hose us on a call ?

I think the story is they didn't "replay review" the penalty

That was changed in discussion among the on-field refs, not by replay.

I didn't see it but the review they showed on the notre lame game just said that "after a 9 minute review they determined that the block was legal" so that would have been reviewing and overturning a penalty

That's sure what I thought. If it was a no flag on the play

i.e., picking up the flag and announcing that there was no block in the back on the play, they should have announced it before they reviewed the play for like 6 minutes. Sure look to me like they utilized replay and they are not allowed to do that for a block in the back.

It was in the middle of the field. #11 ran on the field without a helmet and was the 12th player. Referees screwed that one bad. Not sure why there was a flag and it was reversed. Pretty much agree with everyone on that deal. Still was incredible to watch. Never seen that type of ending live.
