You can tell bc he is wearing a headset and holding the playsheet. If you look close you can see some plays are highlighted and some are circled. Those have to be the plays he is calling!

I think it likely he has situational input, but this wholesale notion that he calls plays is something I’ve yet to see real evidence for.

He is not calling plays but if he was, that’s his right, he is the head man.
I can tell you that if he was calling plays he would have ran it a lot more in the Duke game and won, most likely would have run it more against FSU. He wouldn’t have put the game in the young QB hands.
