Kid can be recruited, paid etc whatever that university wants to shell out for someone who hasn’t played a down.

Kid can transfer, use the portal as it is set up.

HOWEVER - NIL is one and done- your initial commitment only.

The rules state that the schools can't directly give the player
anything but they do it thru a proxy, so i say, what's the
difference?

No chance because so many schools are public institutions and tax payer money will not be used to pay athletes.
