Is the defender in the second one lowered his helmet and launched

That's really the only way I can try to explain why both weren't called

The defender lowered his head and launched on the first one too. He actually hit his target (Pace’s chin) better than the second one.

That rule is designed to protect the defender as much or more as the player with the ball. It’s normally a player on defense that hurts his neck by making a tackle exactly like that. Leading with the crown of the helmet compresses the spine, compresses the neck. That’s why that rule is so important. Not just concussions. That was a textbook targeting and properly officiated.
