Last play, playclock was held why?

After Louisville spiked the ball the playclock should have started at 40 seconds right? But the offense went to the sidelines like a timeout was called. No hurry until finally someone started the clock and then the qb saw it ticking and went up to Pricktino and hurried his playcall decision. When the got to the line there was still 20 seconds on the play clock. About 1 minute since the spike, the ball was snapped again. Just another of several questionable ref aided parts of this game...

I think the delay in their playcalling actually helped though because we also treated it as a timeout.
