I take the Lysander Spooner view on the Constitution, but even so, the USPS is not mandated by the Cons.

The US gov was supposed to setup post offices and post roads to handle intergovernmental communication as well as provide a means for the people to communicate with the government. That's it. It wasn't supposed to be a junkmail service and a letter-carrying service.
