Would a Limit on Portal Scholarship Slow Down Transferes?

Right now, there's a 85 cap on Scholarships a school can have. While you can't keep a player from transferring why not put a cap on how man of the 85 Scholarships can be from the portal to stop poaching?

The 85 limit is a joke for schools that have rich collectives.

Shouldn't be a scholly limit, but a total allowable players on the team. Just tie the amount of allowed players to graduation rate percentage. That way the uga's of the world would be limited to 40% of alloted players based on their current stellar 'student athlete' work.

Portal transfers lose a year of eligibility and or sit a year; if not a grad student.

go back to the 1 year sit rule and this severely slows it down again.***

Why is there a problem with transfers as long as there is a cap on scholarships? When players strap on the pads and hit the field in September, nobody cares whether they are transfers or not.
