Football recruiting composite question

I was just perusing Tigernet's recruits/commits list. It has rankings for ESPN/Rivals/247. It also has a number for Tigernet rating. Is that rating a composite number or a ranking from a Tigernet writer? I just though it odd that Tigernet has Vic Burley rated only a 4.51, but has David Ojiebe(commit) at 4.65 and Hunter Osborne(recruit) at 4.85. ESPN/Rivals/247 all have Burley rated much higher than the other 2.

All i know is both 247 & Rivals are more the National recruiting sites who are pretty similar with the so-called recruiting experts. I think Tigernet is more the writer's opinions. Not saying nobodys opinion is wrong but we all got one. I try not to get wrapped up in star rankings as its best to let it play out in a few years and watch the 3 stars play like a 5 star, and a 5 star like a 3.

TigerNet rankings are based IN PART on number of offers and quality of those offers.
