So does Baltimore get credit for both Colts and Ravens success, or does Cleveland get to share in any of the revelry of the Ravens' success?

It's all in how the deal is. When Modell the Devil took the Browns to Baltimore, they agreed to leave the records/colors/history with Cleveland. Unlike in the Sonics>Thunder, OKC took the records/history with them.

Baltimore was treated as an expansion team in '96.

That is when their history begins. The Cleveland Browns' history stayed in Cleveland even through the years when there wasn't a team there.

That's generally not what happens in these cases. The Baltimore Colts' legacy went to Indianapolis after their move. Obviously, though, there is so much acrimony involved that ex-Colts like Unitas seem to favor the Ravens, and his number (19?) is essentially retired by a franchise for which he never played.
