Is it normal for the police camera to be rolling before the lights/sirens come on? Do they just tape 24/7 or did he know Dabo was coming down the hill?

Some counties are still outfitted with recording devices that initiate upon the patrol unit initiating a blue light. In those cars, the infraction is usually not caught, but the stop itself is recorded. This, like the next form of camera, is usually outfitted with audio linkups as well both in the car and on the officer.
Many counties are updating to the digital recording devices. the digital ones are constantly recording, and upon the blue lights being initiated, the tape saves for the 30 seconds prior to the lights initiating, and records until after the lights are turned off. This is the modern trend, and what many offices are switching to, as it catches the infraction, and builds a better case for LE.
