Can someone explain to me which BCS bowl would have picked SC if the 2 per conference rule wasn't in place?

They lobbied like CRAZY to get the Cotton Bowl and FAILED, yet we are to believe a rule kept them out of a BCS bowl.Priceless , just priceless.
