The ACC was formed because the old Southern Conference leadership wanted to prohibit Clemson and Maryland from playing in bowl games that year.
It was created out of football considerations, but the “Tobacco Road Mafia” in North Carolina immediately made it morph into a basketball-centric conference. And then in 1960 decided to become a pseudo-Ivy League by raising academic entrance requirements above the SEC and other competitors.
The ACC has never done a single thing that has benefited Clemson, but they have done many things that have been detrimental.
