Because tax revenues came in $100 million lower than expected for 2018!
Black market pot still flourishes due to high tax and regulations on legal license holders.

Hmmm...lowering taxes will increase business activity? A novel concept!!

If taxes make it cost as much, or almost as much as illegal weed, the black market will continue. Make the weed cost half that of the black market and you will maximize your tax revenue.
