Why isn't Clemson spending more on its basketball program

Clemson was 8th in basketball program revenues in the ACC and 14th in expenses spent on the basketball program in 2016, the latest figures at the time this article was written last year. We were 7th in the SEC in revenues and 14th in expenses. Clemson had revenues of $11.1 Million and expenses of $6.3 Million.
The revenues are there to spend more on the Clemson basketball program. Improved attendance alone could easily get us another $1 Million per year. If we have the coach we need, why is Drad not spending more on the program? Does Brad need additional resources that Drad isn't giving him that would allow us to compete better?
Is DRad the problem?

I may be off base with this but my guess is that Clemson is using the basketball revenue to fund other sports.
Football and men's basketball are the sports that make money at Clemson.
There may be a couple of others that break even or make a small amount of money that isn't really significant enough to count on.
Football and men's basketball have to pay for the sports that can't pay for themselves.
One of two things can be the reason for the difference in basketball revenue vs spending.
1) Clemson would rather spend less on basketball and more on football and therefore a higher percentage of basketball revenue is used to support other sports.
2) Clemson likes to take care of it's non-revenue athletes and takes a higher percentage of football and basketball money than other schools in the ACC and in the country.
It could also be a combination of those two things.

Maybe DRad is looking at it like a businessman considering the AD is a business role. I would guess ROI? For every dollar in spent in football what is the return to the school? Why would you spend more dollars on basketball without getting a consistent return? Maybe once we get ACCN money similar to SEC we have higher resources and can spend more, until now spend it where you are winning and that is football.

Not just football but basketball revenue is possibly spent on golf, soccer, baseball, track, or any other sports who have winning programs that could bump up a level with a little more money to spend.

Make money. Secondly Clemson don’t follow the program except during the ACC season. How many fans do you know that follow basketball recruiting? The pay Clemson recruiting sites don’t even follow it, this site barely covers the games.

Can you find how that's broken down? Which expenses are critical for success? Off the top of my head I'd say recruiting, coaching and marketing. Going through the link that article included I was able to find combined recruiting expenses for all sports, but couldn't find it isolated out for just basketball. I think it would be far more telling to compare those line items than overall opex of basketball programs.

Spending money on a program should come from a definite need. There has been much talk about spending more money on our basketball program but little talk of where and for what would the money go. Our facilities appear to be adequate and there has been no report from our coaching staff or our AD about a definite financial need. Apparently, members of the coaching staff are not rushing off to greener pastures. Can anyone provide us with FACTS on what we actually need to assure us of a winning program? And, I consider hiring any coach at any salary a gamble, not an assurance of a winning program.
