Not very high.
The NCAA did not legalize athletic scholarships until 1952. Therefore everyone up until then was essentially a walk on. And there were some great players before 1952.

The NCAA may have standardized the process

in the early 50s, but scholarships in some form have been part of college football since Amos Alonzo Stagg arrived at the U of Chicago in 1892.
