What are some ways that Congress can be

incentivized to always have the government funded? I was thinking, make Congressional salaries the first thing to go if the government is not fully funded. That's OK, but a lot of these people are clearly not living off of that salary, so I'm not sure how big an incentive that is. What they really care about is their re-elections. But I can't think of a way, especially when we're not too close to an election, to use that as leverage.

This is all hypothetical, of course, because Congress would never pass a law that could negative affect Congress.

The numbers are there, it's just a matter of organizing, and keeping the proposals STRICTLY limited. Every time it comes up some clown will propose a dozen amendments, most of which are stupid. TERM LIMITS (only if necessary), only other one should be a balanced budget amendment. That's IT. If only one, then term limits. If you can have anything else, a balanced budget amendment. Heck, let Washington have the equivalent of our SC Budget and Control Board to take all the political heat for spending cuts. That's fine with me. That's how we legislate in SC. Spend like drunken sailors, then let the SCBCB cut spending across the board, then blame them.
