I live in WV and yes it is surprising. There are all kinds of small colleges spread over the state.

much of it relates to the lack of transportation when they were founded, people traveled by boat, rail and horse. Also, many of them started as 2 yr teacher prep academies. wvu is now on a quest to assimilate as many as possible, as was mentioned a lot of money is involved.
