The receiver gave himself up so the ref could’ve still called him down. I would’ve waited and let the ref make that call though.

Player can give himself up which he did when he also immediately signaled to the ref timeout

But the way he fell, the dB shouldnt have touched him to see if the ref would have waited. My guess is the wrs told the outside ref their plan to go down if they caught it - similar to when a coach tells them that they are planning to call a TO so the ref will be looking for it
