Maybe they did, maybe not.
But obviously this is the first college game he has ever played in... Ya know being a true freshman and all.
So he doesn't have a body of work to make that claim.
If they said it, I'm sure what they meant to say is " #1 out of high school".
Why is this even a big deal?

How could he be the number one rated QB in college as a true freshman? Either you misheard him or the announcer misspoke. He's not the #1 rated in QB in college.

being the #1 rated QB in his recruiting class. He could have provided a better explanation, but I think most people that follow college football even a little could interpret what he meant.
With Eason being in his first career game as a true freshman, no one with any knowledge of the game would think they were trying to say he was the best in the entire NCAA. Also, considering that he was in fact the top rated QB in his recruiting class, we all know that is indeed what he meant.
