The safety is based on where forward progress stopped, not on where he was down.

their was no forward progress, he dropped back and tried to escape a rush by running backwards into the end zone. At no point was his progress stopped. Tigers got very lucky. It was a safety

And a QB racing backward to elude the rush gives up forward progress
