"We'll" = "We will"

"We" is a pronoun. Every pronoun has an antecedent. What is the antecedent for "we"?

Could it be: There will be a 12 team playoff for a couple of years and then the playoff system will move to another format.

Or could it be: Clemson will be in the ACC in the 12 team format and then Clemson will be in another conference.

(Sorry, I know he meant the first. But, it is much more fun to think he meant the second.)
