Clemson is not one of the smallest Power 5 schools, but the City of Clemson is the smallest host city of a Power 5 school.

It’s been a long time but the preseason football magazines use to have stadium capacity, school colors, city of location and enrollment numbers. I was always amazed that Clemson and Notre Dame had about the same enrollment figures, at that time, in the 70’s around 11,000-12,000. Wake, TCU, Vandy and Duke come to mind.

Wake Vandy TCU Northwestern Duke
I think Mississippi State is real small too, though. And Idk if you are counting Notre Dame as P5. Idk.

I know Clemson had the 3rd-smallest enrollment to win a football national championship since 1980.
Numbers #1 and #2 were Miami and Notre Dame. Southern Cal is not much bigger than us.
So my smallest 7 guess would include Wake, Miami, Baylor, BC, and Clemson for sure; ND depending on definition. My 7th would need to be a private school but I'm pretty sure Stanford, Vandy, Northwestern all have larger enrollments; Purdue and Pitt are not strictly private; not sure about TCU.
And BYU is way larger than you'd think, even if the qualify as P5-independent.

ND is not power 5. Otherwise they would not say "Power 5 plus ND" all the time. Basketball sure, but there are a lot of schools with basketball only and will win the natty and football is "meh" like Villanova.

ND is included in P5 for the sake of the CFP, so if the OP didn't specify the caveat, I find it understandable either way.
Including ND with the P5 balances out D1: 65 P5 teams (inc ND) and 65 G5 teams (and other football independents).
Analysts love symmetry.
