Yes. QBR is just an attempt to boil down opponent adjusted EPA/play into a single number.

Since ESPN made up the QBR stat rules, I wouldn't strain too much to understand it.

OK….so you take horse apples and your multiple it by pig manure, then you divide that by bear scat and add a handful of rat pellets…..bingo, you have a QBR.

ESPN came up with QBR, its highly inaccurate

When it first came out in their NFL coverage it had Mike Vick with a better rating than Tom Brady. In reality QBR is totally irrelevant in accessing QB play.
