They'll do what most adults do when things aren't going well and they have the option of improving them, they'll make a change.

Unfortunately, where you are planted does not always grow the biggest bloom.
I work for a bank and once had a manager tell me 'Unfortunately, our yearly raise structure does not allow for much of an increase. It rarely keeps up with inflation even for our best rated employees. The difference is usually made up for in bonus money.
However, the only real substantial increases you get is when you leave for another company or when you apply for a job in another department. Banks value potential and undervalue consistent employees. Managers are curious about what is behind the curtain, assuming it might be better than what they already have."
So, in an unfortunate way the portal is a temptress which CAN help you grow larger blooms.
(A lot of mixed metaphors there; banking, game shows, temptresses)

I work for a Fortune 500 company, there is nothing more true than this. Unless you want a paltry 3-4% salary increase per year, you need to find a new opportunity every 18-24 months. I tell all of my younger employees, if you can't get promoted in less than 24 months, this company probably isn't for you. Take the risk of making change and if done properly, this is the fast way to increase your income. Staying in the same position will lead to less opportunities. Sad but true, longevity doesn't mean a thing anymore.
